European and International Affairs
The Office of the Information and Data Protection Commissioner (“IDPC”) is currently looking for a European and International Affairs Officer (full-time) to join its team.
About the IDPC
The IDPC is the national supervisory authority responsible for monitoring the provisions of the General Data Protection Regulation and the Data Protection Act (Cap. 586 of the Laws of Malta), including the regulations made thereunder. In addition, the IDPC is also tasked to monitor compliance with the provisions of the Freedom of Information Act (Cap. 496 of the Laws of Malta) and the Re-Use of Public Sector Information Act (Cap. 546 of the Laws of Malta).
Duties & Responsibilities
- Actively participate in and take minutes of discussions, meetings and expert sub-groups held at a European and international level, particularly those of the European Data Protection Board (EDPB), the European Data Protection Supervisor, and other international bodies. Meetings are to be attended both in-person abroad and online.
- Represent the IDPC in discussions and decision-making processes related to all matters that fall within its remit at both a European and international level.
- Prepare the timely and necessary formulation of documentation, reports and briefs required for EDPB plenary meetings, EDPB expert sub-groups, and other international engagements.
- Provide comprehensive and regular briefings to the Commissioner on the results and outcomes of discussions and decisions made during meetings.
- Undertake research and provide advice and input to the Commissioner on all European and international matters, particularly, the line to take.
- Engage proactively in and contribute as a co- or lead rapporteur to the development of guidelines and interpretation of the provisions of the General Data Protection Regulation by the EDPB.
- Engage with other authorities, bodies and entities to advocate and promote the IDPC’s position on data protection issues and foster strategic partnerships.
- Establish cooperation opportunities with other supervisory authorities in third countries pursuant to article 50 of the General Data Protection Regulation, facilitate the effective enforcement of the legislation, provide mutual assistance in the area of data protection and promote the exchange of best practices.
- Monitor and analyse developments in the field of data protection within the EU and international fora.
- Identify external funding opportunities for IDPC’s projects or initiatives, including local and EU-funded programmes, and assist in preparing the necessary funding applications.
- Represent the IDPC in inter-departmental and governmental meetings locally and abroad, as may be directed by the Commissioner.
- Engage in networking activities, internally and externally.
- Participate in training, meetings, seminars, and conferences, as required by the Commissioner, both locally and abroad.
- Carry out any other responsibilities as delegated by the Commissioner.
At the time of the application, the candidate shall:
- Possess a recognised Bachelor's degree at MQF Level 6 in European Studies or Research or Sociology or International Relations or Social Sciences or Political Sciences, or in any other relevant area. A post-graduate degree in an area relevant to this position will be considered an asset.
- Have excellent written and verbal communication skills both in Maltese and English, while knowledge of other languages will be considered advantageous.
- General understanding of data protection laws and principles, and preferably having had previous exposure to the field of data protection or working experience in a similar regulatory environment.
- Be able to take ownership of projects and tasks and drive them to successful completion.
- Work under pressure and manage sensitive and confidential information.
- Be self-motivated with high performance standards, able to work independently and as part of a team.
- Be a quick learner and possess the necessary soft skills together with the energy to be pro-active in identifying better ways how to improve certain work processes.
- Have strong attention to detail and be IT literate, in particular, with sufficient ability to proficiently use Microsoft 365 products.
